Liggins has faced deepening public scrutiny for nearly a year over the district’s finances, sparking multiple investigations and helped add fuel to a number of state efforts to ratchet up oversight of school spending.
While academic gains have been realized under his leadership, frustration over his handling of the budget has led to calls for his ouster.
