RICHMOND, Ky. (FOX 56) — The parents of a White Hall Elementary student are suing the Madison County Board of Education, alongside several staff members, claiming that their child was allegedly “neglected and abused” by district employees.
The lawsuit was filed on May 8, per court records. The plaintiffs and the child in the case were unnamed, with several paraeducators and their supervisors named as defendants, including Superintendent Randy Neeley and Director of Special Education Shanna Reeder.

The student’s parents alleged in court documents that during the timeframe of September to October 2025, several paraeducators and other instructors allegedly filmed the child, who was reported to be “mentally helpless,” while pulling her hair and hitting her.
The lawsuit went on to allege that the White Hall Elementary student was allegedly sprayed with a water bottle “on multiple occasions.”…
