North Little Rock police ID victims & suspect arrested in deadly Park Hill shooting as teens

NORTH LITTLE ROCK, Ark. – Police in North Little Rock released information Tuesday morning on the suspect and victim in a deadly shooting in the Park Hill neighborhood Monday afternoon.

Officials with the North Little Rock Police Department identified the victim in the case as 19-year-old Thomas Phillips of North Little Rock. Officers noted that Phillips had been pronounced dead at the scene of the Monday shooting.

Investigators also said that they had developed 19-year-old Robert Duncan Jr., also of North Little Rock, as a suspect in the case. Duncan was taken into custody and interviewed by detectives at the North Little Rock Justice Center. Detectives said Duncan admitted how he was involved in the shooting of Phillips.

Duncan was then taken to the Pulaski County Regional Detention Facility, where he is being held without bond. He is facing one count of capital murder and had a video arraignment Tuesday morning.
