CARLISLE, Ark. – A prosecutor has determined that three Arkansas State Police troopers were justified in using deadly force when they shot and killed a fugitive from Michigan in June.
The ruling comes after a June 11, 2025, shooting when troopers and U.S. Marshals attempted to apprehend 33-year-old Felipe Millan-Gomez of Grand Rapids, Michigan.
Millan-Gomez was wanted in connection with an armed carjacking and kidnapping that took place two days earlier in Manistee County, Michigan. Authorities considered him armed and dangerous after he allegedly threatened a woman at gunpoint, forced her to drive, and stole her vehicle.
