LITTLE ROCK, Ark. – It’s been nearly two decades since Hurricane Katrina ripped through the city of New Orleans, and the memory hits different for survivors like Sylvia Plummer.
“I was working like everybody else that was in New Orleans, and we thought ‘Oh, we’ll ride it out,’ you know, nobody thought it was going to be as bad,” Plummer said.
