Arkansas drivers with mental illness or autism will have access to new tools designed to make traffic stops safer and less stressful, according to information from the Arkansas House of Representatives.
The state is launching the Green Envelope Program and the Blue Envelope Program, both approved in the 2025 Regular Session of the Arkansas General Assembly. The initiatives aim to improve communication between drivers and law enforcement during vehicle stops by providing visual signals and guidance to both sides.
The Green Envelope Program, created under Act 531, is available to people diagnosed with mental illness. The envelope is intended to hold a driver’s license, registration and insurance documents.
