LITTLE ROCK (KATV) — The Charles W. Donaldson Scholars Academy, a Central Arkansas scholarship program created as part of a desegregation settlement on behalf of African American students, is being scrutinized by state lawmakers after a legislative audit report revealed that most of the program funds weren’t actually spent on scholarships.
Legislative Audit’s report found that only about 23 percent of program funds actually went toward scholarships for students.
