LITTLE ROCK, Ark. – An announcement from Arkansas State Police on Monday marked an end into the investigation of North Little Rock Mayor Terry Hartwick.
ASP officials said Special Prosecutor Robbie Jones has determined not to bring charges against Hartwick following its investigation. Jones sent a letter from 6th Circuit Judge Hugh Finklestein, dated April 23, stating that the evidence does not support bringing charges, officials said.

According to the letter, the investigation was triggered by an event where two girls said Hartwick had touched them inappropriately following their performance with a high school choir at a Christmas event. He touched them when he stood between them to pose for pictures, investigators were told.
The first girl said Hartwick put his arm around her and tickled her, followed by kissing her on the cheek. The second girl said Hartwick put his arm around her waist and asked her if she was ticklish, then left his hand on her for an inappropriate amount of time, she said…
