Los Angeles paid $500K a year to a suspended non-profit tied to gang leader

Los Angeles, CA – Eugene “Big U” Henley Jr., an alleged leader of the Rollin’ 60s Crips, has been arrested and accused of diverting millions of dollars in gang intervention funds for personal use. Prosecutors allege Henley operated a “mafia-like” criminal organization, “Big U Enterprise,” profiting from his gang affiliation and control over two non-profit organizations.

A criminal complaint unsealed Wednesday alleges Henley siphoned funds from the Ex-Offender Fellowship Network (doing business as Developing Options), both of which received substantial funding from the City of Los Angeles’ Gang Reduction and Youth Development (GRYD) program. City records indicate Henley’s organizations received funding as far back as 2011, with amounts reaching approximately $500,000 annually between 2018 and 2021.
