A vehicle became partially submerged after crashing off the Pacific Coast Highway near the border of Ventura and Los Angeles counties on Oct. 3, according to initial reports.
The California Highway Patrol received a report of a white van that went over the roadway of Highway 1 near Deer Creek Road shortly before 10 a.m., initial CHP reports showed.
