For many a millennial, this trend can trigger flashbacks to shopping at Charlotte Russe for a winter formal dress. Thankfully, 2024’s bubble hem is not 2008’s. Like Bieber’s, which appears to be a minidress with a smocked, T-shirt top, the modern bubble hem is often shorter, and less often attached to an empire-waist party dress cinched with a neon bow.
