LOS ANGELES – Surfers and beachgoers were targeted in a nearly $1 million fraud scheme in which thieves stole bank cards and phones from cars while victims were out in the water – then used the victims’ own phones to approve high-dollar purchases, according to federal prosecutors and court papers.Moundir Kamil, 56, of Orange County, is expected to be sentenced Thursday in federal court after pleading guilty in September to one count each of conspiracy to commit bank fraud, attempted bank fraud and aggravated identity theft.
