‘Coming into place now’: Local developer paints possible future for historic Louisville building

LOUISVILLE, Ky. (WAVE) – Dust covers the marble floors of a Louisville landmark. No one enters the doors of the historic building that has stood at the corner of 4th Street and Muhammad Ali for more than 100 years. But a local developer plans to turn all 14 floors of the Starks Building into part of the resurgence of downtown high rises.

Jeff Underhill had prior plans to turn the Starks into artist lofts apartments, but they fell through when government bonds ran out. Now he says that turned out to be a blessing.

His new plans include a New York partner who would put a boutique hotel on the first three floors…
