For 36 years, she was known only as “Penny Doe,” an unidentified homicide victim found by four children picking berries in Monroe Township. She had a single penny inside each pocket of her jeans.

On Monday morning, officials in Clarion County removed the nickname that had defined one of Pennsylvania’s most enduring cases, publicly identifying the victim as 19-year-old Windy Buchanan, a young lady from Louisville, Kentucky.
