Louisville Metro Council is considering changes to a local anti-human trafficking law to address rules that massage therapists argue have become a burden on their small businesses.
The original ordinance, passed late last year, created a host of new regulations in an effort to target illicit businesses posing as massage therapists. Among other directives, security cameras must be trained on all entrances and exits, and doors to treatment rooms remain unlocked.
Massage therapists, licensed by the commonwealth, have pushed back on the regulations, arguing the requirements intimidate clients and create a financial burden. At least one business owner said they suspended their operations in Louisville because of the regulations…
