The challenges of homelessness in extreme heat

LOUISVILLE, Ky. — Operation White Flag is in effect in Louisville after temperatures reached the high 90s this week. Shelters and homeless resource organizations say this is when the unhoused community needs the most help.

“Operation White Flag is anytime the air temperature is below 35 degrees or above 95 degrees. You don’t see quite the engagement unless you amplify it when we’re talking about the heat, but the danger is just as great,” said David Smillie, the executive director of Louisville Outreach for the Unsheltered.
