‘Safer Kentucky Act’ doing more harm than good, advocates say

LOUISVILLE, Ky. (WAVE) – For Louisville residents Kristie and Dustin, the last three years have been filled with hardships, including homelessness.

That has only gotten worse since Safer Kentucky Act, or House Bill 5, went into effect one year ago. One of its many provisions made street camping illegal in Kentucky.

“What do you do when you can’t even ask someone for help without fear of criminal charges?” Kristie asked. “That’s just what this bill has brought into effect.”…
