Woman arrested after dead dog, 2 other animals found neglected inside Louisville home

LOUISVILLE, Ky. — A Louisville woman is facing serious charges after three animals were found improperly cared for inside her home.

The St. Matthews Police Department arrested Kenya Simms, 46, on Sunday. She is charged with felony torture of a dog or cat and second-degree cruelty to animals, which is a misdemeanor.

Sims was also charged with three city ordinance violations. The Metro ordinance, “Provisions of Necessities,” requires animal owners to provide their animals with proper food, water and safe, clean shelter…
