LOUISVILLE, Ky. — What started as a friendly neighborhood competition between homeowners on Hillcrest Avenue has become a major Halloween attraction in Louisville.
But as Halloween on Hillcrest has gotten so popular, the city has put new safety regulations in place for Halloween night, working with the Louisville Metro Police Department.
