Kentucky bill would give Metro Council, voters power to break up JCPS

FRANKFORT, Ky. — A GOP Kentucky lawmaker is looking to change how the state’s largest public school district operates, following a trend of proposed state intervention and oversight over the years for the system facing financial hardship.

On the first day of Kentucky’s 2026 legislative session, state Rep. Jared Bauman (R-Louisville) filed a bill that if passed could lead to the splitting of Jefferson County Public Schools (JCPS) into smaller districts.

“This bill would give the people a mechanism, a way out of a significantly underperforming school district, which they currently don’t have today,” Bauman told WHAS11. “I think that JCPS is in serious need of reform and change.”…
