Man stole Lubbock Police car, now facing federal kidnapping charge

LUBBOCK, Texas — Keith Kalka, 57, who was accused of stealing a Lubbock Police car and trying to arrest a Texas Tech student, was indicted on a federal kidnapping charge, according to court documents.

The indictment states Kalka willfully and unlawfully seized, confined, kidnapped and carried away the student without her consent and intended to hold her for reward, purpose and or benefit.

LPD reported that Kalka had told a student that he was a police officer and she complied and went with him into the vehicle.

Kalka then drove to a gas station and asked the student if she wanted coffee. Kalka then dropped the student off after she asked to go to class then proceeded to surrender after driving on a road toward stadium construction.

Kalka was originally charged with Unauthorized Use of a Motor Vehicle, Evading Arrest with a Motor Vehicle, False Identification as a Police Officer and Unlawful Restraint.
