LUBBOCK, Texas (KCBD) – Tropical Storm Francine is expected to become a hurricane today as it makes its way toward the central Gulf coast. It’s a track that will keep all of its rain well east of West Texas. There will be a chance of rain for West Texas, but more on that a little later.
