LUBBOCK, Texas — What was supposed to be a three-year project on 19th Street has turned into four, leaving drivers frustrated, some businesses struggling and many wondering: Why is it taking so long?

The work that began in 2022 was initially expected to be completed in the summer of 2025. However, some delays pushed it back to spring of 2026. The Texas Department of Transportation told EverythingLubbock.com on Wednesday afternoon there was a delay for several months on the drainage system work.
“At Texas Avenue, elements of the drainage system onsite did not match what was in the plans, so adjustments to the drainage system plans were made and materials were ordered—all of which did cause a delay,” TxDOT stated.

TxDOT explained the contractor also found old electrical lines, wires for traffic signals and water lines that slowed work down, especially between I-27 and Avenue Q. TxDOT had to contact the City of Lubbock when a utility was found to see if it was abandoned, or still being used…
