MADISON, Wis. (WFRV) – Authorities in Wisconsin say one man was arrested for his 3rd OWI on Sunday afternoon after he was found passed out behind the wheel of a running vehicle.
According to a release from the Madison Police Department, officers responded at 3:18 p.m. to a gas station on the 4100 block of Commercial Avenue for reports of a man passed out in a vehicle.

Officers say they had to bang multiple times on the window of the car in order to wake the driver up. He was said to show signs of impairment and refused sobriety tests.
He was then taken to the hospital for a warrant blood draw and arrested for his 3rd OWI offense. No other information is available, and the investigation remains ongoing…
