Halo Halo serves southeast Asian comfort food around Madison

Bess Miller, co-founder of Halo Halo, never imagined her lumpia — a savory Filipino appetizer similar to egg rolls served with a homemade sweet and sour sauce — would be an award winner.

In fact, she never envisioned she would own and operate a food cart to begin with.
