Bond set at $10K for suspect in fatal Beltline hit-and-run crash

MADISON, Wis. — A Madison man charged in a fatal hit-and-run crash that occurred on the Beltline last month had his cash bond set at $10,000 during an initial appearance Monday, online court records show.

Jules Tougna Tamen, 59, is charged with hit and run involving death in connection with a crash that occurred late on the night of Jan. 26 along the Beltline near Fish Hatchery Road. Jaitaja Graham, 23, was killed in the crash.

An arrest warrant was issued for Tougna Tamen on Jan. 30. Madison police said he turned himself in at around 10 p.m. on Feb. 2.

As a condition of his bond, Tougna Tamen his not allowed to operate motor vehicles and must surrender his passport. He also cannot have any contact with Graham’s family and cannot leave Dane County without prior approval.
