MADISON, Wis. — A Dane County judge is refusing to lower the bond of one of two men accused in a deadly shooting outside an apartment complex on Madison’s east side.
Mark Parks, Jr., who is facing charges of 1st Degree Intentional Homicide as a Party to a Crime, 1st Degree Recklessly Endangering Safety as a Party to a Crime, and Possessing a Firearm after previously being convicted of a felony in the July 2023 shooting death of Devon Grant , had asked the court to reduce his cash bond from $1 million to $10,000 with GPS monitoring.
According to court records, Dane County prosecutors objected to any reduction in the bond, saying Parks is accused of the most serious crime a person can commit and was likely to run if bond was lowered to $10,000.
Parks was arrested in Madison in November , four months after Grant was shot and outside of the Harmony Apartments. Grant later died at a local hospital.
An arrest warrant was issued for Parks and another man, 32-year-old Devonte Gafford on July 18, five days after the shooting. Gafford was arrested by U.S. Marshals in Milwaukee in early August, but Parks eluded arrest until Nov. 16.
