MADISON, Wis. — The woman who was killed in a hit-and-run crash on the Beltline Jan. 26 was in the middle lane of the highway when she was hit, according to witness statements in court documents.
The statements were part of the criminal complaint filed against Jules Tougna Tamen, 59, who is charged with hit-and-run resulting in death for the crash.
Tougna Tamen was released after signing a $10,000 cash bond on Feb. 5.
The complaint states police were called after a report that “a lady walking down the middle of the Beltline in the dark traffic just got hit by a car.” The 911 caller saw a couple of cars pulled over on the side of the road and the 23-year-old woman running down the middle of the road against traffic.
The caller said they immediately pulled over after seeing her get hit by a vehicle.
A second witness said they saw a woman walking in the middle lane while two other women were attempting to slow traffic. They said a vehicle, suspected to be driven by Tougna Tamen, pulled into the flex lane immediately after striking the victim. They saw the vehicle stay there while a police officer rendered aid. They were unsure when the vehicle left the scene.
