The development of more than 900 housing units proposed for Madison’s north side is being held up by a deed restriction from 75 years ago. St. Louis-based Green Street Development had proposed to build 716 apartments, 76 single-family homes and 112 townhomes on the 65-acre Raemisch Farm plat at the 4100 block of Packers Avenue.
