Dear Editor: There has been much chatter lately trying to pinpoint blame of why Madison voters are finding a $22 million municipal referendum on our November ballots. Both sides agree we don’t receive enough from the state, but disagree on the cause: either our Republican-led state Legislature or the city’s lack of lobbying efforts.
