NEWS 3 INVESTIGATES: Dane County Human Services faces scrutiny over loopholes, poor contract vetting

MADISON, Wis. — Dane County set rules to make sure every contract over a certain dollar amount must go before the full county board for a resolution vote, except when it doesn’t. Human Services awarded two contracts to Urban Triage with a loophole avoiding the vote, while also giving the appearance it did little vetting of the nonprofit’s application.

Urban Triage is a Madison-based nonprofit focused on education, culture transformation, and community building for the Black community and other vulnerable populations. It has received more than $20 million dollars from Dane County for running various housing programs.

Contracts for Dane County exceeding $100,000 must go to the full board for a resolution vote. Urban Triage was awarded rapid rehousing and housing navigation contracts of $397,246 and $276,857 without having a full vote before the county board.
