MADISON, Wis. — The second phase of the Highland Avenue project is set to begin Monday, the City of Madison announced Tuesday.
Highland Avenue southbound will close at the William S. Middleton Memorial Veterans Hospital’s driveway, and the westbound on-ramp from Highland Avenue to Campus Drive is also closing.
