City of Madison’s CARES program responds to 10,000 people facing behavioral health crises

MADISON, Wis. — “Is this a police response? Is this a fire and EMS response? Or is this potentially something that would benefit from the CARES program?”

Madison Fire Assistant Chief of Medical Operations Chris Hammes said that’s the questions dispatchers ask when an individual calls 9-1-1 or the non-emergency line with a non-violent mental health emergency.
