A longtime leader in Madison’s Department of Civil Rights resigned and retired following an internal probe looking into whether he violated several aspects of the city’s administrative policy, documents obtained by the Cap Times through public records law show.
Earlier this month, city administrative officials determined Byron Bishop, the former Equal Opportunities Division manager, violated the city’s Administrative Procedure Memorandum 2-33, dealing with employee performance. The same policy also deals with providing complete and accurate information and following standard expectations as a city leader.
The same day Deputy Mayor Linda Vakunta emailed Department of Civil Rights staff that Bishop would no longer be employed by the city on Aug. 6, she sent Bishop a termination letter, saying his actions and conduct relating to four recent incidents amounted to “insubordination” and “negligence.”…
