1. Residents, business owners concerned over downtown Madison homeless encampment

Throughout summer months a homeless encampment has formed just off of the Capitol on State Street. Captain Kipp Hartman with the Madison Police Department said starting in July the department started to see a large increase in the number of calls they received regarding the encampment.
