Police call for scrutiny of judicial system after suspect with prior convictions injures officer and K9

MONONA, Wis. (WMTV) -A fourth-time OWI offender who allegedly injured an officer and K-9 during a police chase has sparked conversations over how the judicial system handles repeat offenders.

Christopher Brugger, 36, allegedly swerved a tow truck into a squad car during the chase. He was in jail in 2022 for a similar incident and has pleaded guilty to other charges over the years including OWI and driving without a license.
