Madison Residents: Proposed Water Rate Increase and Upcoming Public Hearing Announced

Madison Water Utility has applied to the Public Service Commission of Wisconsin (PSCW) for approval to increase water rates. The request is based on a 10.3% rise in gross plant investment and a 6.2% increase in operating expenses since the last rate change, which was finalized in 2022 and implemented in 2023. The utility seeks an $8,263,502 increase in water revenues, which would mean a 14.8% overall rate increase compared to current revenues.

If approved, the average residential customer in Madison with a ⅝-inch or ¾-inch meter using 4,000 gallons of water per month would see their monthly water charge rise from $33.90 to $40.50. This is a $6.60 monthly increase, or a 6.5% annual increase for residential users. The proposed change applies only to water charges. Other services, such as Sewer, Storm Water, Landfill, Resource Recovery, and Urban Forestry, are not included in this application.

A public hearing on the proposed rate increase is scheduled for Tuesday, November 11, 2025, at 10:00 a.m. The hearing will be held virtually via Zoom, with telephone access for those without internet.
