Upcoming City Council Meeting to Address Housing, Zoning, and Local Service Updates for Residents

The city has announced meetings and updates for the week of December 8, 2025. The Common Council will meet on December 9 at 6:30 p.m. in a hybrid format. The agenda includes the presentation of the 19th annual Jeffrey Clay Erlanger Civility in Public Discourse Award to Eve Galanter for her work in promoting respectful dialogue in the community.

The meeting will address proposed updates to the Transit Oriented Development (TOD) overlay zoning ordinance. The changes would allow four-home structures in all residential areas within the TOD overlay and set new requirements for businesses with drive-through windows. Drive-throughs would be allowed only if part of a three-story building covering at least 60% of the lot. The ordinance would also prohibit new car washes, auto sales businesses, and standalone private surface parking lots in the TOD district. Parking lots serving other uses would still be allowed. The Plan Commission has recommended amending the proposal to permit auto rental businesses within the TOD overlay.

Several resolutions (Items 12-15) will address zoning changes for properties within the TOD overlay to align with future land use recommendations. Item 16 proposes allowing Cottage Courts-style housing—clusters of up to eight detached single-family homes with shared management or access—in any residential district outside downtown.
