Two Madison mothers are leading an effort to change a state rule so elementary students can have more recess time.
Wisconsin school districts are required by law to provide a certain amount of hours of instruction each school year. A state administrative rule allows schools to count no more than 30 minutes a day toward instruction, an amount parents and advocates say is too little.
