Rockwall County Commissioners Court has designated July 27 as “CARTER MICHAEL WHEELER DAY,” a nod to the soon-to-be eight-year-old Carter Michael Wheeler. As reported by Rockwall County, Carter’s Aunt and Uncle, Kami and Jason Webb of Rockwall, were on hand to receive the proclamation, marking a celebration of life and community in their local corner of the Lone Star State.
