The Allen City Council amended the city’s code to prohibit camping and sleeping in public places on Dec. 9.
Police Chief Steve Dye told the council the city has seen an increase in its unsheltered population over the past two years. While most people have historically stayed in vehicles in parking lots or wooded areas, officials recently noticed more people sleeping on sidewalks and in breezeways in front of businesses.
