Texas AG sues MUD, board over support for Islamic Center Project

AUSTIN, Texas – Texas Attorney General Ken Paxton has filed a lawsuit against Double R Municipal Utility District No. 2A of Hunt and Collin Counties, alleging the district and its purported officers took steps to evade state oversight and support the controversial EPIC City development.

Municipal utility districts, commonly known as MUDs, are political subdivisions of the state that provide essential utility services and infrastructure. Because they operate as governmental entities, they are subject to strict legal requirements and state oversight.

According to the lawsuit, Double R MUD held what the attorney general describes as a highly unusual special meeting at noon on Friday, Sept. 12, 2025, at a remote intersection identified by GPS coordinates.
