DALLAS COUNTY, Texas — A Dallas County district judge has agreed to allow a longtime employee of the Texas Department of Family and Protective Services to temporarily oversee management of foster care operations in Dallas, Collin, Rockwall, Ellis, Grayson, Fannin, Hunt, Navarro and Kaufman Counties.
On Wednesday, DFPS and EMPOWER, the private group the department hired to manage foster care in the region, agreed to an order that allows for George Cannata to lead operations for at least the next 90 days.
Since it took over operations in March 2024, EMPOWER has been responsible for employing and managing all the caseworkers and support staff who are responsible for placing children and handling their ongoing care once they are taken into the state’s custody.
