MEMPHIS, Tenn. — The former mayor of Helena-West Helena, Arkansas has been arrested on more charges related to failure to pay taxes, Arkansas State Police said Thursday.
Christopher Franklin Sr., 44, surrendered Dec. 5 to the Phillips County Sheriff’s Office, after he was informed of a warrant for his arrest issued Dec. 2.
