MEMPHIS, Tenn. — A man who allegedly led Tennessee troopers on a high-speed chase and refused to let his female passenger out of the vehicle has been charged with kidnapping and aggravated assault of a law enforcement officer.
Troopers say Artavius Lipsey nearly hit a task force member’s vehicle, and was traveling at speeds of up to 125 miles per hour, on Friday, when he lost control and crashed into concrete stairs in front of a vacant home in the 1400 block of Frayser Blvd.
Lipsey, 27, was also charged with resisting arrest in a motor vehicle and on foot, driving with a suspended license, without proof of insurance, and with an altered tag.
Troopers said after the crash, Lipsey bailed out of the vehicle and was taken into custody in the backyard of a nearby house…
