On an early weekday morning in April, two men and a woman camped at a bus stop a few blocks from Phoenix City Hall. A grocery cart with belongings blocked the sidewalk on Van Buren Street at Seventh Avenue.
Farther west, near 15th Avenue, another man and woman lay asleep on the ground, the man’s body wrapped around the leg of the bench.
The next week, in west Phoenix at 27th Avenue and Indian School Road, two grocery carts with belongings piled up were parked just behind a bus stop around midday. It was the same story at the bus stop across the way…
