Saul Bal, accused of killing one Phoenix police officer and wounding another in September, filed a motion to have his case sent back to the grand jury.
Bal, 41, through his defense team, argued that prosecutors from the Maricopa County Attorney’s Office did not present a complete evidentiary picture to the grand jury, especially material relating to a possible self-defense claim.
