Gilbert crowed about its commitment “to significantly impacting the stray cat population” in town when it announced its Trap, Neuter and Return reimbursement program earlier this year.
But for residents such as Katrina West, the TNR program is a half-hearted attempt to tackle the problem as long as public property is off limits.
“It’s ridiculous,” West said. “They don’t want the cats, yet they don’t allow us to trap the cats to get them fixed. They’re not doing anything about it. They have no solution. The cats are just going to multiply.”…
