Arizona Man Arrested for Impersonating FBI Agent During Fake Traffic Stop

PHOENIX, Ariz. – A tip from a vigilant citizen led to the arrest of a Surprise man who was allegedly impersonating a federal agent and pulling drivers over in the West Valley. Now, state troopers are asking for other potential victims to come forward.

The Arizona Department of Public Safety (AZDPS) announced that on Tuesday, August 5, 2025, troopers arrested Roderick A. Gaines, 53, at his home. He faces charges of impersonating a peace officer and unlawful imprisonment.
