Alleged breeder arrested after dead, starved dogs found in Phoenix apartment

PHOENIX (AZFamily) — An alleged breeder was arrested after police found three dead dogs and rescued several others from his Phoenix apartment last week.

On Dec. 23, officers took John Lewis Kai, 53, into custody on 16 counts of animal cruelty after finding the dogs in “squalor type conditions,” according to police documents.

Police and humane society staff first responded to an apartment complex on Turney Avenue, near 7th Avenue and Indian School Road, on Dec. 19 for reports of a dead dog and several others starving inside two of the units.

Authorities rescued 11 underweight dogs with matted fur from the apartments. They also found two dead dogs inside and a third in a city trash can outside, police documents said…
